Digipalvelulaki — Finland’s accessibility law

Digipalvelulaki (306/2019) is Finland’s Act on the Provision of Digital Services. It implements both the Web Accessibility Directive and, since 2025, the EU Accessibility Act (EAA).

Who it applies to

Public administration, EU-style public-law bodies, and from 28 June 2025 also certain private consumer services — e-commerce, transport, banking, communications.

What it requires

The service must meet EN 301 549. An accessibility statement must be published. There must be a feedback channel, with responses within 14 days.

Supervision

Traficom (the Finnish Transport and Communications Agency) supervises the law. It can issue notices or conditional fines.
