EU EAA — the Accessibility Act for the private sector

The EU Accessibility Act 2019/882 extends accessibility requirements to private-sector consumer products and services. In Finland it took effect on 28 June 2025 under the Digital Services Act.

Which products and services

E-commerce, passenger transport, consumer banking, e-books, electronic communications, audiovisual access services — plus some devices (payment terminals, smartphones).

Exemptions

Microenterprises (fewer than 10 employees, under €2M turnover) are exempt from service obligations.

Consequences

The national supervisor (Traficom in Finland) can issue notices, require remediation, and impose conditional fines.
